Federal Reserve interpretation of Dodd-Frank financial reform regulations has resulted in Visa/MC gift cards getting PINs as of April 1, 2013.
Setting PINS
At Walmat, many MCs default to credit(and fail) and require pressing a button to change the payment type to debit. Here are the workarounds:
Old POS systems (monochrome black on green terminals and replacement color terminals):
1a. Screen shows "Insert or Swipe Card Quickly" with "Espanol" button in lower right (note if your screen blinks)
1b. Swipe card
1c. Screen shows "Waiting for cashier..." with with working animation in lower center and "Cancel" button in lower right
2. Press "Cancel" on the screen or red button on pad (if your screen blinks, do not hit button until after blink)
3. Press "ATM/DEBIT" from upper left
4. Press "No Cash Back"
5a. Enter PIN
5b. Screen shows "Waiting for cashier..."
6. Cashier hits blue (not green) Debit button on their side.

1. Swipe GC
2. Press "Change Payment" on screen (Yellow button on pad should also work, but screen works better for some. Timing is critical.)
3. Press "DEBIT"
4. Press "No Cash Back"
5. Enter PIN - Screen showing another 'Waiting for cashier...'.
6. Ask Cashier to hit blue color Debit button on the screen
When splitting transactions among multiple cards at a Walmart register, make sure to have the cashier hit the debit button on their physical keypad. If they hit the debit button on the touchscreen, it will not work. If your transaction got declined, try having the cashier hit 'Debit' using the physical keypad on the right of the screen.
As of 6/19/2014, Walmart rejects Debit attempts above $49.99 on all cards issued by InComm/ITC Financial Services, namely all Vanilla VISA and OneVanilla. There is no workaround.
Error Messages
DEBIT NOT AVAILABLE

Received when the card's monthly load limit had been reached.

- US Bank VISA and Mastercard - Newer cards come with a PIN printed on cardstock inside the package. To set/reset PIN, call 866-952-5653. One person reports: VISA that has pre-set PIN locks PIN on first use if not previously reset; always call to set PIN before use. If you forget to reset the pin and you can't unload the funds to your BB, call the toll free # and ask rep. to "reset" the card and they will do some magic and you should then be able to unload the funds at WM.

yeah but even then you just gotta wonder how much of this can be attributed to MSers. these companies are definitely picking up on the volumes, leading to all these changes. inflated sales aside, lots of articles are claiming prepaids and gift card industries are booming lol that it is poised well for exponential future growth here in the US. dunno if that is good (MS perspective) or bad (general US economy when fewer ppl can get actual bank accounts and have to rely on these products for intended use.)

After a botched money order at the grocery store, the balance on my one vanilla card evaporated. I swiped the card and then the terminal displayed something like "transaction not authorized." The money was taken off the card and wasn't returned by the merchant after the 7 day wait time.
I called the grocery store's corporate office, who told me they never got the money. I surmised that Incomm took the money off the card, failed to give it to the merchant, and didn't return the funds to the card.
The CSRs you get from the number on the back of the card are completely hopeless. Incomm has quite a convoluted claims process, likely designed to deny legitimate refunds. You have to fax them a claim form, cover letter, and copy of your DL, wait 10-14 days for them to acknowledge receipt of your claim, then up to 45 days for processing.
If anyone is in a similar situation, start by calling Incomm directly (800 352 3084 or 770 240 6100.) Get to the operator and ask to be transferred to the office of Brooks Smith, the CEO. You'll likely get bounced to a high-level secretary, who can actually help you. Just be polite, but firm in your request for a refund. Using these steps, I got my money back in a day.

Swiped card, entered PIN which I'd set calling number back of the card. A new PIN screen came up where PIN entry is not masked and takes more than four characters. Tried entering PIN again and pressed green button- multiple tries nothing happened. Tried the entire process again before quitting. Checked balance of GC, still have $500 balance. Has anyone experience this? Any workarounds?

I had an interesting issue today. I went to Office Max and bought a $200 Mastercard. I usually use CVS for my MS but I wanted to test out my new Ink Plus. I called and set up the pin with no problems. Then I went to Wal-Mart to load onto my Bluebird via Kate. Everything went well until it spit out the receipt and it said DEBIT NOT APPROVED HOST TIMEOUT. I figured there was a glitch and I'd do some shopping and try again later.
While I'm shopping I get an email from Bluebird saying my POS Reload was Successful. Cool, I think, it went through! So I check my Bluebird account just to make sure and Voila! the money is there. However, I had another surprise. There was a duplicate Swipe Reload. I had an additional $200 in there complete with a different transaction id. I only swiped the one card the one time....how could it have possibly registered twice?
Anyways, I was wondering if anyone else had this issue and how should I proceed? Will the additional $200 drop off on it's own or will I have to make a call to Bluebird or US Bank who issued the MC?

Same thing happened to someone in the BB thread - swiped, got an error, but money was still loaded to BB. Just wait, and it will most likely correct itself in several days. (Might want to take your discussion over to the BB thread, as it's probably a more appropriate thread for this question)

Stupid question: What is the benefit of a PIN? You could just use the gift card for your everyday purchases already, right? (Aside from purchasing money orders)
Can you use the card at an ATM for example and "withdraw" from the balance?
Also, can you only buy money orders at Walmart with these PIN enabled debit cards?
