New "luxury" MasterCards from Shinsei

Just saw a press release stating that Shinsei is going to offer new "titanium"/"black"/"gold" cards in Japan starting November 1. Annual fees range from 50k-200k yen per year in exchange for which the cards will offer (among other benefits):
  • Points convertible to both JAL and ANA miles
  • Priority Pass
  • Free luggage delivery
  • HA Pualani Platinum Elite status
  • Leading Hotels of the World Leaders Club status
  • National Emerald Club Executive status
  • Shinsei Platinum status (really cheap forex and international wire transfers)

Earning ratios and benefits will vary between the three levels of card -- details are not yet published as far as I can tell.

Pretty much all my Japan based cards I have applied for and received required identification with Japanese address as part of the application and delivery to Japanese address where the card holder has to provide additional identification and sign over for.

Yeah, they will definitely want proof of Japanese residency, and you will probably need to have existing credit history in Japan.

Isn't that pretty standard everywhere/anywhere though? I mean it's not like I've resided in a dozen different countries before, but I imagine banks wouldn't be too keen to extend unsecured credit to anyone who isn't long term resident (or at least have some ties like property, business, etc).
