I had a disappointing stay there recently as the rooms are dated.
After my complaint, they informed me by email that they have 6 'test' refurbished rooms/suites in the hotel. Maybe you could ask them to get one of these.

I spent 4 days at the IC Budapest from 1/8/08 to 5/8/08. I booked a standard room and was upgraded to the executive floor with lounge access. I am a Plat Ambassador.
The room was fine, although it was a little dated, and is getting close to the time when a refurb could be considered. In the room was a bottle of wine 2 bottles of water and some chocolates.
The hotel is very centrally located. A five minute walk took us to a main shopping and dining area. As I was there with a group of friends for the Grand Prix, we discovered that the bars stayed open until 5am.
The hotel has good leisure facilities and I made use of the Gym and pool almost every day. My room had great views of the danube and we did the usual boat tour one evening as they operate close to the hotel.
If you want to get around try not to use the Taxi's parked outside the hotel, they are likely to rip you off if you only speak english. A better bet is to get the concierge to book one for you with an agreed price.
Even better, if you can figure out the trams use them, as after 6pm travel on the trams is free and they run up till 11pm.
I preferred the Hilton to the IC, However the upgrade and use of BOGOF certificate was a no brainer. Another winner was the location is better than the hilton.

Location is great - would agree with the rest that the hotel is dated, but does the job and you get a great view of the chain bridge.
When leaving (if you're going to airport) - get the hotel to arrange a fixed price taxi - otherwise you will be robbed - and remind the driver the price agreed before you start.
(Actually any taxi not ordered directly generally has a dodgy meter - we stuck to the trams/underground after our first experience)

I agree with the others, it's a really nice place located in the center of things. I stayed there last week in a room with a great view of the river and castle.

We had a fantastic time!
I'm not sure what upgrades are given to PC Plats - All I would say is make sure you get a River / Castle View Room! The City View is a poor substitute.

I stayed there in August 2008 for 4 nights during the Grand prix weekend. As a Plat ambassador I was upgraded to an executive room and given lounge access. The lounge had great views of the Danube. They offered the usual cold meats pastries and cereals in the morning. It was not until day 2 did I realise that you had to ask for hot food i.e bacon and eggs.
On an evening, plenty of hot food from 6pm until 7.30PM and free alcohol. Between these times it was just hot drinks and soft drinks with snacks and nibbles
The hotel is very close to the shopping area and some interesting nightlife.
Expect to get hassled by girls when you are out and about, or even inside the hotel. Whilst walking through the lobby one girl wispered 'Sex' in my ear. I took it from this that my James Bond persona had got her wipped into a frenzy. Imagine my disappointment when she wanted to charge me 250 euro's. Needless to say I politely declined. Either way its a fun city just don't get into a street cab without asking the price first. Myself and 4 colleagues got seriously ripped off. If you are travelling around on an evening take the trams. They run up to 2300 hrs and are free to use from 1900 hours onwards.

The hotel arranged a Taxi pick up for us from the Airport (€35) - The driver was waiting at the airport for us.
Going back to the airport the Hotel arranged a Taxi - It was less expensive at only about €20 - The driver did appear to have "Grand Prix aspirations" which made the journey rather "exhilarating".
As for the Ladies of the Night - We didn't see any in the Hotel but you could spot one or two from our window looking down towards the front of the Hotel. It made an interesting talking point whilst we enjoyed the RA minbar experience.
