The answer is Yes and Yes Parklife - at least I always did when booking through both Quidco and Topcashback when they previously provided IHG cashback.
Always looked of course for which one offered the best rate.
Maybe Topcashback will soon rejoin....

Will try one then, a recent stay at Hilton definitely got me points and benefits.

You can also get a referral bonus for signing up to Quidco if you haven't already. According to FT rules I can't post the link here but I do have a blog post about it.

As I have a quidco account already, just cancelled and rebooked 2 bookings I have at IC later this year. Bonus was one booking was now nearly $200 cheaper per night as well!

It's worth mentioning that other rebate sites have continued to work while Quidco have not been offering IHG as an option (I started to use Mr Rebates and transfer Dollar earnings via PayPal - I'm sure other sites are available), and may continue to offer better value - e.g. 10% today at Mr Rebates vs 8% at Quidco.
I've never had problems tracking or receiving cash back, even though I'm UK based

Have you stayed yet? I booked one stay last month as the 8% was higher than what Reward Gateway were offering and it didn't track until the morning after checkout.
I had raised a ticket by that point and received a message saying that it had tracked and that the ticket was being closed.

A welcome return.
Might be worth checking with TCB as guarantee to match cashback.

TopCashback guarantee to match any cashback rate found elsewhere on other cashback websites, and because we pass on 105% of the commission we receive, this means you will not find a better deal anywhere else.

IHG has no deal with TCB.
