Nope, there's no HI in Rotterdam anymore (since a few years I think).
Edit: They planned to open a HI Express but I think these plans have been canceled/postponed.

I did stay there once but on my last visit (2008 I think) there was a pile of rubble where I think it was located.
It was owned by the same company who own the CP Maastricht.
