The post is completely free of details... whos paying for this? how much usage is free? etc.

I think the free amount details are still being worked out. It's prepaid so surely you can load more as you go along. Government has cut a deal with BSNL to provide the sim.

I will keep an eye on this for my next visit in November... previously I have had friends/colleagues/hotels obtain a SIM for me in advance to cut through all the ridiculous red tape. This will be a big step forward if true.

Same for me I've had friends purchase SIM cards for me. We can only hope it will be implemented in time, or ever.

According to this report, the free SIMs will only be available to those arriving on e-tourist visas.

I too would be keen to know if this has started yet. Arriving into Delhi on 22nd with an e visa

If the Indian government says it will be implemented by September 2016, we can expect to see it sometime around around 2019.

How long did it after purchase for you to be able to use data (internet) on your phone?

It was activated in under 2 hours, had to make one phone call to confirm details and then it was good to go. So what that actually meant is from purchasing the card at 1am ish, to getting into downtown New Delhi, checking in, and unpacking and getting ready for bed, it was ready. I had read that it could take days, so it was nice to have it done and dusted before going to sleep.
