Charge for 2nd guest in room

I have been noticing recently a different charge when putting in 1 guest or 2.
specifically Abu dhabi 100 DRH extra when booking 2 people in the room also I think remember in Dubai many years ago.
is this ever enforced when you book 1 person then 2 arrive?
I did try to search but came up empty.

In some countries that is the custom....Japan comes to mind. And yes, they tend to enforce the rates as well.

The practice is pretty common (although not universal) here in Japan, as well as in many other parts of the world, not only Asia, but definitely some hotels in Europe as well, such as HR Mainz (Germany).

And yes, if that is the hotel policy, then of course it is normally enforced, since that is what the official rate is.

Rather than an extra charge for a 2nd person, you could consider it a discount for single occupancy.

And in some countries - it is the law, specifically Italy.
