Why would the promotion say:
"Today, 10th November 2014, book any hotel and get your first night free. Use the coupon code ITSMONDAY. Book and Stay anywhere, any anytime."
But... you can only select from the small subset of hotels that say "Deal"?
I am looking for hotels in Dubai, but only substandard hotels are on the "Deal" list. How is that "book ANY hotel" and "Book and Stay ANYWHERE"?

Like often happens, it seems those that book early when a deal like this first becomes live get the deal and latecomers don't. I was just playing with it earlier and can confirm hotels that worked earlier aren't now. They must have opened this promo up more than intended originally OR demand for this promo has exceeded their expectations and they've since then restricted it. One user earlier suggested proxying like you are located within the UAE. However, I haven't tried that yet since it didn't seem necessary for me a couple hours ago.

If you're having a hard time booking, use the HOLA Browser Extension to trick the system into thinking that you're in the UAE.

Just a little while ago, I still could find some hotels/locations where it works. However, they seem VERY limited at this point. Congrats to those who booked early. Hopefully the reservations will work out for everyone as booked.
