Normally no because they're US or Canada-based. If you click on links of sweepstakes, there's usually a link to the official rules that will tell you who is eligible. Part of the reason is that different countries have different rules regarding contests & sweepstakes, so for some it's just easier to go w/ US & Canada than try to wend through all the individual countries requirements.
We do occasionally come across sweepstakes that are open to Europeans & other parts of the world & we try to indicate those in the title when we post. For example, I posted one just a few weeks ago that was only open to the UK. I think we had one a while back that was only open to a few countries in Europe.
