The article does not mention a timeframe for operating the route, and while it does mentioned that LY recently acquired 787s (their wording, not mine) it does not explicitly say that they will be used to operate the route. It does say that panama hopes for 5 new airlines in 2016, which may imply that LY is looking to start such route already next year.

PTY + a CM partnership to cover GRU/EZE/... and the rest of south america may work...

At the same time, PTY looks like a really weird decision for expansion.

Yes, they will receive the first 787-9 Dreamliner. They will delivered to LY in a few years later.
