Here's a link to the full T&C's. As noted, can only be done time of booking. Also can also be done online (no need to call an agent) and only flights within the US are eligible. I don't believe any of this is new (other than maybe the $1000 limit).

Archive.org has snapshots going way back to July, 2014 with essentially the same terms (modulo the marketing change from Busines Elite to Delta One). So definitely not at all new.

The email should be titled "We want to to let you know first you are getting f**ked over". There is nothing in this new offer that helps DMs, just crap that dilutes our benefits.

How does this dilute your benefits?

What's new is that post booking, you can now use your miles to pay for Comfort/First Class upell offers, plus change fees and redeposit fees.

You cannot pay for the Comfort+/FC upsell offers post-purchase as stated in the T&C's.
That's the same as it was before. Just click on the "Upgrading" link on the following page and it takes you to the same old T&C's which says "Upgrade with Miles is only available during an original booking..."

The payment of change/sdc/redeposit fees are the part that is new.

Well we've been able to do this post purchase in Res for a few weeks now. Don't know what to tell you.

Okay, well then I guess they need to update the T&C's on the website. Note that when a previous poster called and attempted to do it post-purchase, the agents had no idea how to do it.

I am concerned with this change in two ways.

Obviously it continues the sad march to 1cpm.

And I I worry it will lead agents to be less generous with fee waivers. "Well Mr. C W, I see you have xxxxxx miles, did you know you can pay the fee with miles now?"

If you pay with miles for an upgrade when purchasing a ticket on delta.dumb, it also has a minimum and rounds up.
