When are names added to upgrade list?

I've called in about a waitlisted GUC more than a month out from my flight and I was told I was number x on the upgrade list. So, I assume you go on the list as soon as you purchase your ticket. I could very well be wrong though but that's what it sounds like to me. Granted, I'm talking international compared to domestic but I would think the underlying process is the same.

Also, it's the Waitlist for points/certificates. There's a command to view all medallions, but I'm not sure if that's sorted in any order.
Term isn't really taught much anymore. The waitlist command is easy, but you have to dig to find it.
