constitutionality of differing Cuba travel rights????

With yesterday's supplemental announcement, I am left wondering if permitting one group (Cuban Americans) broader travel rights than others violates the equal protection cluase in the XIV Amendment.

I'm an attorney, so I understand that how the new rules actually operate might well impact whether a consitutional issue exists, but I'd like to hear from anyone who might have insights.

I'm not an attorney, but I have read that the policy is justified as a humanitarian exception to a valid (in the legal sense) trade policy (the monetary embargo).

I wonder if Treasury is going to prosecute those non-Cuban Americans caught leaving or entering Cuba anymore? (not that they do now in most cases)

No reason to bring this issue to court if Treasury does not enforce its own regulations.
