Yes. Its even noted in the Hemispheres magazine.

(Bolding mine) It's only accessible from the part of Terminal A where the UA flights leave from.

Indeed, and I believe that boarding passes are typically checked (for boarding the shuttle bus), as well!

While they may sometimes ask for the BP, did not in a recent C to A transfer. The C end was "unattended" in the early evening and had to get a GA to call for someone to come up and escort me to the shuttle.

They're just checking to make sure you haven't had a gate change. If you have several hours in A and you'd rather hang out/shop/eat in C, you can just tell them that. They won't stop you. Make sure you leave enough time to get back, since there's no set schedule of how often they run.

Take the shuttle

Just did this yesterday, arriving at C137 with a UX connection departing A28. My original flight to DCA was cancelled turning a tight 54 minute connection into a 3 hour layover so I had plenty of time. There is a small waiting room next to C71 with shuttles to both the B and A gates. The agent said that shuttles depart every 5 minutes (this was mid-day/early afternoon), so I hung out at the nearby UC until about 45 minutes before my UX departure, then returned to the waiting area where there was a shuttle just about to depart. Walked down the steps, jumped on and was in the A terminal inside security in about 5 minutes (no boarding pass needed) ^^. The shuttle arrives next to A28 in the A2 pier, which gets you to gates A20-A28. It definitely seems a lot faster and easier than taking the train and having to re-clear security.

Will I have any trouble checking my bags and going through security at EWR terminal C for a flight leaving from Terminal A? This would let me use pre-check, and meet someone at the UC?
I have been told before by TSA staff at EWR to go to a particular entrance, C1, C2, or C3 because of the gate on my BP. Don't see why it is their business, since everything is connected airside, but they insisted.

when was this? I have found around various airport, TSA has dropped this requirement over the past year. Especially with PreCheck not available at all checkpoints.

You're better off heading straight over to Terminal A and hanging out in the UC there. When you get off the bus, you head toward the Terminal A exit as if you're leaving the terminal, and just before the TSA exit guard, you'll see the UC on the left.

Absolutely no problem. At peak times when I have flight out of Terminal A, I still go through Pre-Check and take the bus.
