Try Unicom. It's well known that China Mobile 3g/4g only works on certain phones (not necessarily China bought though).

Obviously this is for iPhone not Note but you see how Apple has to make special versions of iPhones to use CM's TD-LTE network http://support.apple.com/en-hk/HT202909 . I don't suppose it's too much to assume same for Samsung.

I had a similar problem with my Nexus 5. Forget 4g, I couldn't even get proprer 3g! Fortunately the person at the desk knew in advance before I paid so I ended up just paying for the basic package instead of 4g.

Why didn't you get a unicom Sim instead (no problems with 4g)?

I was pretty confused by everything at the time and didn't realize how slow it would be. After that I had my number set up and it seemed a hassle to change. When I go back in the fall I might change. Is there number portability in China?

Is your number a vanity number that you paid big bucks for? I've found that switching numbers isn't such a big deal any more now that Wechat is so prevalent.
