Panama Departure Tax

Hi all,
I'm going to be in Panama for two days (coming back from Colombia). I'm flying there on a UA reward ticket, and when I paid the taxes, I was charged a Panama Departure tax:

FARE INFORMATION
Fare Breakdown
Airfare: 0.00 USD
Panama Airport Security Fee: 2.50
Panama Departure Tax: 40.00
Colombia Airport Tax: 37.00
Columbia Resident Exit Tax : 35.00
U.S. Customs User Fee: 5.50
U.S. Immigration User Fee: 7.00
U.S. APHIS User Fee: 5.00
Per Person Total: 132.00 USD

From I understand, this is a tax everyone departing Panama pays, and there is no way to get a refund of it (a la "Colombia Resident Exit Tax"). Is this accurate?

The tax is not refundable.

What if you are there less than 24 hours? It's not included in my ticket I wonder if I will have to pay in the airport.
