Even if legal, which is doubtful, you would be creating Christmas in July (maybe April) for some fraudster. This is the easiest way in the world for somebody to gain information to your CC information (even if you make the actual payment).

You could book in someone's name I would think but I would only do that for family or close friends. Not Ebay. You're just asking to get scammed.
You could just buy a Airline GC, get the credit, and then sell the GC. You'd take a loss on that I'm sure though. Not sure how much airline GCs sell for at discount.
