You don't see it posted, but you can spend them. Just go to whatever you were going to cash them in on (miles, etc) and select how many to use. AMEX will tell you that you are borrowing the surplus points when you go to complete the transaction.

Normally true, but this feature doesn't appear to be working today. My account shows:
And when I tested a transaction for an amount greater than my balance this error was displayed:
Note that the system also did not offer to sell me the points.
A post in the Delta section of Flyertalk suggests that this is a temporary maintenance issue at American Express.
Available Points Advance: 0
We're sorry but you do not have enough points to redeem for the reward in your cart, please return at a later time when you have accrued additional points.

Membership Rewards Canadian terms are published here:

If the program permits points to be purchased or borrowed the details would probably be in that document.

I posted this in another thread. They are updating their systems and while doing so everyone has a zero balance. If you need to borrow points at this time call them on the phone and you will be able to that way.

It took a very long time for my PC to initially open the americanexpress.ca website, but the link to the Canadian Membership Rewards terms still works for me. I will test further.
Here is the link to the USA Membership Rewards terms:

They didn't tell me how long, but nothing is changing and if you need an advance right now you can call and they are still able to do it over the phone.
