The U.K. Air Passenger Duty / APD is "a duty of Excise which is levied on the carriage, from a UK airport, of chargeable passengers on chargeable aircraft... The amount due is dependent on the final destination and class of travel of the chargeable passenger... The reduced rates apply where the passengers are carried in the lowest class of travel on any flight unless the seat pitch exceeds 1.016 metres (40 inches), in which case, whether there is one or more than one class of travel the standard rates apply." Link. Those in transit from other countries are exempt.


As of 01 Apr 2012, the APD is:
  • Band A (0 to 2,000 miles): Reduced 13, Standard 26
  • Band B (2,001 to 4,000 miles) (e.g. USA, Canada): Reduced 65, Standard 130
  • Band C (4,001 to 6,000 miles): Reduced 81, Standard 162
  • Band D (over 6,000 miles): Reduced 92, Standard 184
As of 01 Apr 2013 will be:
  • Band A (0 to 2,000 miles) 13 Reduced, 26 Standard (no change)
  • Band B (2,001 to 4,000 miles) (e.g. USA, Canada): Reduced 62, Standard 134
  • Band C (4,001 to 6,000 miles): Reduced 83, Standard 166
  • Band D (over 6,000 miles): Reduced 94, Standard 188

UK APD / Air Passenger Duty and increases again - Apr 1 2012

APD is on its way up and will impact on the additional cost when upgrading from economy using miles

Current costs are GBP40 for economy and GBP80 for J/F so if upgrading from economy , there is an additional GBP40 to pay

From November 2009

2001-4000 miles , the rates will be GBP45 and GBP90 so an increase of GBP5/GBP10
4001-6000 miles, the rates will be GBP50 and GBP100 so an increase of GBP10/GBP20

It will increase again in November 2010 ( see http://www.hmrc.gov.uk/pbr2008/pbrn20.pdf )

This is not directly related to AA, but since it has an impact on the additional costs when upgrading, thought it might be relevent

The air passenger duty rates are going up around 8 percent across-the-board effective 1 April 2012. The per person rates are as follows:

Band A (0 to 2,000 miles)
.....Economy 13 (new) 12 (old)
.....Premium 26 (new) 24 (old)

Band B (2,001 to 4,000 miles) (examples: USA, Canada)
.....Economy 65 (new) 60 (old)
.....Premium 130 (new) 120 (old)

Band C (4,001 to 6,000 miles)
.....Economy 81 (new) 75 (old)
.....Premium 162 (new) 150 (old)

Band D (over 6,000 miles)
.....Economy 92 (new) 85 (old)
.....Premium 184 (new) 170 (old)

The band for an entire country is determined by the distance between London and the capital city of the final destination country or territory (except for Russia, which is split east and west of the Urals). For the regulations, refer to:

Appendix 1 in the above link lists each country and its assigned band (except that Band D includes every country not listed in another band).

Thanks for the update, Dave. I assume that the additional APD will still be waived for valid connections, and only apply for originations, as currently?

Although you will all benefit (yeah right!) from UK VAT being 15% for the next 13 months rather than 17.5%. Can't see many companies passing it on - although ticket prices on AA should be 2.13% cheaper for UK tickets.

No such luck: there is no VAT in the UK on "Passenger transport with a driver or crew, including vehicles, boats and aircraft".

Since all the US falls into Band B, the implications for AA flights from the UK to US is:
Now: ----- Y/J: £40/80 (upgrade £40)
1-Nov-09: Y/J: £45/90 (upgrade £45)
1-Nov-10: Y/J: £60/120 (upgrade £60)

The tax will be higher if connecting in the US to another country in Band C or D (countries other than Canada).

It seems that the intention to tax aircraft rather than pax did not work out.

Hmmm, how much are those Chunnel tickets to Paris? The amounts are hight now, the'll be horrendous after Nov 1 2010 ...

It's based on the location of the capital city of the destination country, so will make no difference to which US city you are flying (thank goodness the capital is located East coast rather than West)!!

Well at least the dollar has rebounded against the pound (for the moment, fingers crossed) so it definitely makes these easier to swallow for now

I am sure that the additional money will be used for enhancement of the enviromental projects that were started as the result of the last APD increase / justification.

Simple: Connect out of Dublin. If you can bear the pleasure that is FR for the UK to DUB segment this will save significant tax costs. UK tax on flights has reached the seriously ridiculous level.

Where time permits, I've circumvented this outrageous bahksheesh by taking Eurostar to BRU or to CDG via Paris or Lille-- often enjoying a day in one of those cities.

When you consider that Eurostar can be less than the combined HEX + APD, and the incremental time difference is not that much greater, it is a nice alternative ^ to this paying ever increasing amounts of UK duty.

Luxury tax (LHR/CDG) using EVIPs

I've searched the threads and wasn't sure I have the correct answer.

I've traveled upgraded flights with a connection in LHR in the past and wasn't subjected to the luxury tax. Now I want to purchase a ticket from the U.S. to LHR, upgrade with EVIP and connect to a business class award ticket from LHR to NBO - no stop over either direction. A couple questions:

1. Given these are 2 distinct PNRs, am I subject to the tax and if so, is it both directions?

2. If I purchase a fare (ORD-LHR-BRU/FRA/ZRH) and then an award (BRU-LHR-NBO) would this avoid the tax? Even if I use a stop in BRU, FRA, or ZRH?
