Cant Select Online Seats because its Eagle?

Cant Select Online Seats because its Eagle?
On a upcoming booking from CHC-HKK, I have not been able to select any seats, comes up that it is unavailable. I emailed the helpdesk to shed some light on this.
"Thank you for your email in regards to seating.
.
I looked into your booking and because the flight is on the subsidiary Eagle air you are unfortunitly unable to do the seating online"
So, because it's Eagle, I can't select seats? Really? Anyone else come across this?

The help desk response is a cop out! They'll be some I.T. issue somewhere. Seat select would normally be available.
