Backtracking or Legal throuhgh YYZ?
Would this be considered backtracking?
YYZ-RDU
RDU-YYZ-YUL
YUL-YYZ or YTZ
Otherwise I need to connect RDU-YUL via IAD or EWR and it seems to want to charge me for a long haul (25k) versus short haul (15K)...

You can't have non-AC metal on short-haul redemptions.
As for whether it's valid, have you tried plugging it into Aeroplan.com?
There's nothing wrong with "backtracking" as long as you're within the mileage limitation. Going through YUL almost doubles the mileage, so I suspect that is the bigger issue.

The issue would more likely be that 2nd stopover (1/RDU... 2/YUL).

You can't go through the same airport twice on your way back. Some agents will ticket it this way and you can sometimes win in this game, but technically speaking you cannot do this.
