For the OP, Taipei is a great city, and would be my first choice for a stop on the way. Seoul is another option, but I personally think Taipei's far nicer. BR is indeed pretty good as well.
I believe that was a temporary bug that's long fixed already (yes, it's one thing AC/AE IT does fix quickly)

I'm happy to hear confirmation otherwise on say LAX-ICN no YQ

NVM, I just tested it myself

I wish I still had the details, but I had ORD-ICN and ICN-KIX on OZ on a previous search as part of the outbound trip, and my fuel surcharge wound up at $2.00. Maybe it was a web error?

Yes, it was a TEMPORARY Aeroplan bug/glitch that wasn't charging on "some" OZ flights.

During the bug, I tested TPE-ICN on OZ and it still charged YQ

In any case, the glitch is fixed = back to $$$$ YQ on OZ, as expected since 2011

Fuel surcharges applied to flight rewards on the following Star Alliance airlines became effective on January 25th, 2012: Adria Airways and TAP Portugal.

These are in addition to fuel surcharges applied to flight rewards on Lufthansa that became effective on November 9th, 2011 as well as: ANA, Asiana Airlines, Austrian Airlines, bmi, LOT Polish Airlines and THAI that came into effect on November 30th, 2011.
