I have rented from some cheap places but unless you have UK insurance, they charge so much for the extra coverage, you are better off to rent from the chains.
You can try Practical, USAVE and RentRite (fairly close to LHR in Crowne Plaza parking lot--they come and pick you up). Rates are $26-$30 CAD/day plus about $30/day for insurance (I would call them and ask). Your credit card insurance is not good enough for them and they want to see proof of very specific coverage.

I find even Hertz's vehicles aren't that bad as long as you can drive standard. A nice Mondeo class vehicle costs about 26GBP per day and as long as you don't have to take any coverages all the usual extra NA costs are already included in the price.
