Ferrari, well-spotted. This link is live now http://www.aircanada.ca/aeroplan/appreciation/
Minimum purchase is 150,000 Aeroplan miles for $4,800 - which is 3.2c a mile. It would be interesting to learn what rate larger quantities go for.
From the site it looks as if a company can buy Aeroplan miles certificates in denominations of 1,000 Voucher

This is similar to a program that CP had, although CP's prices were less. They ranged between 3/point (for the minimum 100K purchase) down to 2 (if you bought a million or more.) There was speculation that big time purchasers like Amex were getting an even better price.
However, there was a limit of only 35,000 points into a single account per year. Too bad, cause I would have easily shelled out $3000 for a 100K award to Europe on BA First, for example.

Not only is there often a limitation on transfers, there's probably (based on what I read of USAir's plan) a restriction that the points _must_ be given away to customers and/or employees. Use by the person or corporation that buys them is stictly verboten (at least on US).
