Use it or lose it = more security-related airport shutdowns?

Now that more airlines are adopting use-it-or-lose-it, I've really gotta wonder if more security-related airport shutdowns will be a direct result.

After all, the biggest problem before was frantic passengers rushing to try to board flights before the door closes (like the guy who shut down Atlanta's airport several months ago). And now they're piling a $100 (or the whole ticket value) penalty on top of that?! On your mark, get set, go...

Even airlines that observe the "2-hour rule" or ones with more flexible policies could get hit if the restrictions become wider-known than the exceptions (Local news seems to be carrying a good number of stories).

Of course, airlines hate shutdowns and those cost them money, but I can't say I'm too sympathetic if this helps contribute to it.
