Birth Certificate for Passport Application
The US State Dept's website says that I need to provide my birth certificate and a copy. The copy has to be 8.5x11 (Letter). However, my birth certificate is a different size (Legal). Do I provide a copy of the top and bottom on two pages? Or do I scan it and shrink it so it fits?

The State Department instructions only require an 8-1/2 x 11 photocopy. While one could argue that it is fine not to reduce the sizing, that strains credibility. Why not simply do what is implied and provide the reduced size document so that a one-page document fits on one piece of paper?

I can't get it to fit on 8.5x11 without shrinking it. Otherwise, I'd cut off either the name of the issuing authority on top, or the seal of the registrar on the bottom. There just isn't 3 inches of dead space to cut off in a photocopy to get it to fit.
I'll bring both a top and bottom photocopy, and a photocopy with the certificate scanned and shrunken to fit. I'm sure I'm not the only one with this issue, since all of the birth certificates issued by my city are the same size (at least they were at that time)
