Just because a fare bucket is available does not mean there is a corresponding fare in that market. There is no P fare IAD-FCO.

Right, there do not appear to be P fares internationally, but there is P inventory...

You're not getting the full story. UA doesn't publish any transcon A fares that allow three cabin routing. They do, however, publish A fares on trips like SFO-SXM, and it's not flight restricted, so you can book a three-classer SFO-IAD for part of the journey. Likewise, one can book an A fare JFK-BKK and ride in F on ps JFK-SFO before going on to Asia.
