Changed Flight Fee Refund?
 
I was flying RDU to IAD to LGA. I paid the $200 change fee and $18.40 to fly earlier. UA cancelled both flights due to the winter storm and it's in their exceptions. So I called and rebooked for the next day, granted direct to EWR. Is it UA's policy to allow me to request and get a refund on the $200 and $18.40 difference in fare? Thanks!

No, if you changed the flights before the waiver.

I did not get a refund, but i was able to get a travel certificate for future use. However, I emailed them before the travel waiver was issued (I fully knew my flight would be cancelled because a huge storm was coming)

you might get lucky and find a reasonable agent; just be like i knew this storm was coming before you issued the waiver.

So I haven't done anything yet in regards to the change fee. My new flights were cancelled two more times before I called and just cancelled my entire trip. Now I have the year to use the ticket value as normal. Better chances now? Should I take a different angle? And an agent in the past on the phone told me I have to file the request online, is that true? Thanks y'all.

In the past, I have been able to get a change fee refunded, after the fact, when I cancelled a trip on (say) day X and a travel waiver was issued for the trip dates on (say) day X+1.

I called and asked an agent to do this over the phone, and they basically filled out a refund request for me — same thing you can do online on the UA refunds request form. The time period of the flight was covered by the travel waiver.

I paid a change fee for a flight and then got delayed and didn't make it. I ended up on the original flight. I filled out the request online and about a month later they refunded the change fee to my credit card.
