UA = hotel room

I have an overnight layover in ICN, flying Chicago to Phuket on a United award ticket in Business Class. The layover was caused by a schedule change by United.

Does United provide a layover hotel room at ICN like OZ does?

If so, how do I arrange to get the voucher?

You will not be provided with a free hotel room.
