All the ATMs I've seen this trip from the High Street banks say there is no charge for a cash withdrawal, as in the past.

The Heathrow ATMs seem to have shifted to be from burglars like Travelex rather than proper banks.

Yeah, that was my experience. That's why I was looking for an alternative at T3. It's always annoying to arrive in a country and not be able to get cash at the regular rate.

I recall last time having the ATM tell me what exchange rate I would receive before I got my money, and it was a poor rate. I looked for another machine and couldn't find one, so I just exchanged as little as I needed to get into town.

That'll be dynamic currency conversion. I don't like throwing the word "scam" around, but DCC pretty much is one. You have the option to decline the ATM's conversion rate and take that of your card issuer instead, which is usually a good idea.

BTW, is there a service fee for most bank ATMs in the UK these days? It seems to be an emerging trend worldwide.

Virtually no bank ATM charges in the UK. Third-party ATMs (the type you find in convenience stores, pubs, clubs, and low-income neighbourhoods) generally do charge around £2.
