Nexion is a "host agency" and when you sign up with them they are essentially signing you as an independent contractor.

Actually even though there is no paper ticket stock, a ticket number is generated, i.e. it is an "accountable document" and the airline must be paid for it. Nexion is the ticket issuer. You just push some buttons. They are held legally liable for any tickets you might issue. But even with e-tickets, if issued by someone other than an airline, that someone (usually a travel agency) must have legal responsibility for the transaction. This is where Nexion comes in.
Certainly with e-tickets the amount of ticket stock that is used has been drastically decreasing in recent years. But just because it is an e-ticket doesn't mean that it is not handled the same way from an accounting standpoint.
