Yes.

Seat improvements over economy (pitch, width, recline)
38" pitch, slightly wider seats with slightly more recline and legrest. Seats available on the upper deck of B747-400 aircraft in 2-2 config (highly favoured).

Food & drink improvements over economy
Same as normal economy but passengers are served first. Pre-flight glass of champagne. Brandy and Baileys liquor service after meals on selected flights.

IFE improvements over economy
No. All A340-600 have V:Port, Virgin's AVOD. V:Port is also available on selected B747-400 aircraft.

Baggage allowance
Same as normal economy, no extra cabin allowance.

On the ground (check in, lounge access, priority boarding)
Separate Premium Economy/Silver check-in.

Enhanced mileage earning?
Yes, 50% extra over discounted Y and 25% more than full fare Y.

Not quite in my experience. On the Airbus aircraft (LHR-NRT and LAX-LHR) I found that Premium Economy did not have a proper leg rest as per the BA product. Instead it had an adjustable foot rest at the back of the seat in front. Perhaps the 747s have a different seat?

That said, it a lot better than long haul economy on any other airline I've used :).

Yes, you're quite right. I think the A340-300 Premium Economy seats are different from the 747s in that they don't have legrests. I've not flown on the A340-600 so I don't know if they have them. The 747s do have them and here is a picture of the seats (this is the upper deck with the older version seats). The upper deck can be configured Upper Class/Premium Economy or all Premium Economy . I haven't flown on a Virgin Airbus since 1998 so it's been a while.

38 inches of pitch, more recline, slightly more width - some is lost to tray tables built into seats, but it's good that trays are not in seatback

IFE improvements over economy
No AVOD, but several channels that recycle about every two and a half hours using individual screens on seatback in front. No individual screens in back.

Baggage allowance
?

On the ground (check in, lounge access, priority boarding)
Separate lines for Evergreen Deluxe when checking in, much faster than Coach

Enhanced mileage earning?
Yes 25% extra miles on EVA's own program

For the US non-stops SQ20 & 22 ex-SIN, they have their own check-in area at Changi. Currently located at row 11, I think it'll moved once the terminal renovation is completed.

38 inches. Economy is generally 33" or 34"
2-4-2 config on 747 (wide part) compared with 3-4-3 in economy
2-3-2 config on 777 (wide part) compared with 3-3-3 in economy
Some 747s have deluxe in the nose which is nice.
All seats wider than economy, but 747 is a little wider than the 777.
Recline a little better than economy, but not so much as to be annoyed by pax in front. Arm rests don't go up. 777s have laptop power with a socket that takes US/Euro mains plugs. I believe the limit is about 70w. (Centrino type laptops seem OK.)

Food & drink improvements over economy
On long haul 747s crew seem more attentive with extra snacks etc.
Otherwise little or none.

IFE improvements over economy
747: Seat back screens with choice of channels. Economy - shared screens
777: Both have same VOD system. But economy slightly less film choice.

Baggage allowance
25Kg. Extra 10Kg (ie 35Kg) for eva silvers, Extra 20Kg (ie 45Kg) for eva gold.
Hand luggage as for economy. Lower seat density makes for easier stowage.

On the ground (check in, lounge access, priority boarding)
Separate check-in desks. Sometimes quicker depending on airport.
No lounge access, priority boarding or luggage (without Eva status).

Enhanced mileage earning?
25% extra over economy.
