Definition of SEQ NBR on boarding pass?

Just out of interest could someone confirm what this means? (I have also seen it referred sometimes as BIN nr).

Does it refer to the order in which you checked in for the flight, or the order in which you made your booking?

It seems to be the check-in order (on the airlines I fly).
