Is the current US government shutdown affecting global entry applications?

It seems like I've been waiting for conditional approval for a lot longer than expected. I'm a non-citizen (green card holder) so I'm not sure if that has anything to do with it.

I'm wondering if the shutdown has anything to do with this. I'm not sure exactly what parts of the shutdown are and aren't affected (and this seems to be difficult information to find online). I though that most fee-based stuff was not affected, but I'm not sure how many government departments are involved in this application.

CBP is not shut down, though they aren't being paid, so in principle they can still be processing GE applications. But if they depend on data (e.g. for the background check) from any agencies that are shut down, or contractors who are not funded due to the shutdown, then it's possible there will be delays. There can be a huge variation in processing times for no apparent reason, so it might just be normal-slow rather than shutdown-slow.

ETA: there's a thread over in the forum about it - GE centers are closed due to the shutdown.
