Age? Mobility? Wealth?
A 19 year old male in good shape and no money is going to get a completely different answer than a 69 year old woman with arthritis and a 7 figure bank account.

I would suggest South Africa. Lots of luxury and super-luxury options (which benefit currently from a particularly favourable exchange rate, making them seem like bargains).
A few days at a private game reserve in or next to the Kruger and then head to a Cape beach for a few days, remembering to enjoy the most fantastic food and wine every night.

It's not just where you go but when you go that will determine who you meet:

Where to travel for a solo traveler? I've always been one & my answer is the whole wide world. I'd suggest going to the Caribbean to start but not necessarily the glitzy ones (like St. Barth's which I loathe but he may like), more like Nevis, St. Eustatius, Saba. It changed my life when I did & I wound up living & working down there for 28 years.

Madagascar. It's hardly overrun with tourists, but there are enough that it's easy to meet people if you want -- or be by yourself. There are some beautiful beaches on the southwest coast (Toliara, Morondava) and the northeast (Ile Sainte-Marie and others). There's flora and fauna unlike anywhere else -- plenty of places to see lemurs and other animals unique to the island, and lush landscapes in national parks.

If you're in the States, the Caribbean or Mexico (Tulum has been all the buzz) are probably the easiest. If you wanna do the backpacker route, there's the whole SE Asia scene. And if you wanna party it up on Europe, then Spain or Croatia. All are full of young single people.
