Help me decipher visa rules from timatic
My Dad is an Indian citizen traveling from DEL to EZE via FRA and back to DEL via SCL-GRU-FRA. He will have visas for Argentina and Chile as we are going there, but it wasn't clear to me if he needed a Schengen/German transit visa.
This is what *A.com's timatic application says. Now my Dad has a 10 year UK visa that goes till 2016, and as I said above he has visas for his destination. Maybe I'm dense, but it's not clear to me from the text below whether he needs a transit visa for Germany or not. It seems that this is saying that unless you're traveling to the US, Canada, UK, non-Schengen member state, etc. and have a valid visa for those, you need a transit visa.

Based on the TIMATIC data, he should be able to use the TWOV facility at FRA in both directions, as he has a valid UK visa and will be travelling to/from non-Schengen countries.

I assume he is connecting in GRU and not leaving the airport. If so, he can use TWOV there, but if he is leaving the airport, he will also need a visa for Brazil.
