I played around quickly with the web versions of OneNote and Keep.

You can't upload PDFs to Keep.

You can upload to OneNote but searing inside of them or image files like PNG simply doesn't work.

I'll make do with EN for now, see if they impose more restrictions.

I haven't used Keep but that's something Google Drive handles quite decently. The Android app has a built-in PDF viewer. Maybe they just don't want to duplicate this functionality?
