Once I've had some BS when not doing this in advance, but it's usually easily solved.

Which brings into question the "it's the bank" claim. My wife bought at duty free last week when we arrived. Thai passport. US credit card. They charged her in THB automatically. Seems like duty free is doing this selectively to foreigners.

It's never the bank... the payment processor offers a solution where the merchant has to offer both options. Sometimes the software "has a preference" for the DCC option but it's the employee that performs the transaction that decides which currency to use.
