in settings under safari there's a "block cookies" section. In there I have the "Allow from websites I visit" section checked.

The options there are:

always block
allow from current website only
allow from websites I visit
Always Allow

I tried them all and for each instance it still happened.

I noted that by default, block popups is off and javascript is on. I also cleared history and website data and tried again as well.
