E-tix and Changing Carrier
 
I have RTW and it is E-tix. I am booked NRT-BKK on SQ. Now I want to take TG instead. I called SQ to change to TG flight, but was told (three different agents) that in order to revalidate the E-tix to reflect TG flight, it means the E-tix must be reissued, and thus the fee will be charged.
In the mean time, I also try to deal with TG directly. The same answer was given. Even though RTW is valid for any *A, but in order to switch from SQ to TG, the ticket must be re-issued which involves a fee. (And I had stressed to TG or SQ that no routing change involved, but keeps getting the same answer that the only no fee would be to change the date with same carrier)

Am I missing something? Is this a new rule? I tried to do search here, but could not find similar case.
And yes, one more thing, for E-tix, is it true that no open segment allowed since the E-tix can not be issued with an open segment?

Is the segment in question the first major segment of the trip? If so, it may be an issue because many carriers require that the issuing carriers also be the carrier for the first intercontinental hop.

No. This segment is almost the end of my trip. NRT-BKK-XSIN-CGK.

I assume that by reissuing they mean reiusse it into a paper ticket. The so-called interline e-ticketing has not yet been established for all thinkable reciprocal combinations, not even within alliances. Still a long way to go until 2008, by which date IATA wants to have ALL paper tickets completely abolished.

Regarding the open segment question - that's up to every airline to allow them or not. The rules can be quite complicated, e.g. BA used to allow them only for members of their FF program. Seems not to be the case any more.

What I meant by reissuing in my question is not changing from E-tix to paper tix. According to SQ or TG, in E-tix, switching the airlines from the original carrier in the E-tix, they have to reissue the E-tix, so that the new one will show the correct airline I want.
Perhaps the E-tix reciprocity hasn't been established yet.

Sorry, but is there something missing here? Presumably 'NRT-BKK on SQ' would be NRT-sin-BKK, while taking 'TG instead' would mean NRT-BKK direct. So isn't this a routing change?

SQ offers SIN-BKK-NRT-BKK-SIN 3-class service with regional F and C seats.
Basically, for the route NRT-BKK, I have the options for NH (only 2-class service), UA, SQ, and TG.

Well, I checked with UA, and the international desk told me the same thing. For my current booking NRT-BKK on SQ showing in the E-tix, in order to switch to UA, reissuance needs to be done by SQ or UA, and UA will charge me reissuance fee as well.
I will wait another week, perhaps RTW experts here will give better suggestion.

Hi, if the date of flying is not fixed try to change to a day when SQ is not flying -I guess NRT-Bkk is not in service on a Thursday or Friday-the only chance then is to be rebooked on TG or NH.
Or try with NH maybe they rebook you - the TG flight has a code share NH flight No.
