Yes, codes do get recycled. OU used to be CityExpress, a small Canadian regional carrier that wend under years ago. That code now belongs to Croatia Airlines. IF was Interflug, of East Germany. IF years later became some small Italian carrier and not sure why, but saw it recently available again.
