That isn't how things work for airline catering. Everything has to be handled pursuant to various procedures, including chain of custody / security, which is not an inexpensive process. It isn't like the Costco delivery truck can just pull up to the plane.
If they can get cans of water from a supplier, I'm sure they can get bottles of water from a supplier too. I think part of why cans are used is because those can be easily crushed and take up less space for trash.

The galleys are not designed for gallon water jugs, they have been designed to store cans. Hopefully normal beverage service will return soon.
