EWR Terminal Airside Bus Use after Flight

I did some simple searching and did not find a thread that deals with this, it is entirely possible that I missed it or did not use exactly the right search terms and for that I apologize ahead of time.

My brother and his wife is going to be flying from MCO-EWR (most likely arriving into Term A), stopping and the following day, he is going to fly from EWR-SIN.

His close friend from his undergrad days happens to be flying into EWR that day as well and my brother would like to chat with him for a bit before his friend continues on to Europe.

He asked me as the family travel expert (I know far less than all of you) and I said that I knew that there was bus and that my wife and I have taken it between A and C, but we always were connecting, I do not know if they will let you ride it as you are terminating that day in EWR.

So, I figured I would ask all of you, can my brother take the airside bus between A and C without a connecting same day ticket?

They don't check boarding passes at the bus any more -- so yes they can take the bus after they arrive...

All they ask is what terminal you're going to and send you on your way. If you're connecting to "B" they will tell the driver to stop there. Otherwise, it's a straight connection between A & C. No BP check. No ID check.

One way street. Zero pick up at B. Unless and until there are some domestic flights that operate out of B that require connections to A or C this will never happen. Although they do stop there to pick up airport employees now & again.
