Charged for preselected seats at checkin

I booked two award economy tickets, AMS-DOH-KIX, for early April.
American sent me "schedule change" email with new times and Class: Premium Economy (X). The times are just 5 minutes different from the original schedule.
I got excited at the PE upgrade, but checking the Qatar site it just shows economy (X).
I looked at selecting a seat, but all the options cost money. Ours have not been assigned yet. The flights are wide open. Do you think I can choose seats for free or do I have to wait for check-in?
Regarding baggage, I thought we would have 2x25kg for each person, but it seems just 25kg total per person. So a 10kg plus a 15kg bag is okay, right?

If all the options cost money, then they always cost money. They never become free, not even at check-in (you just get assigned a seat and you won't be able to change it.)
