Pref Partner Perks are valid on all rates available to the general public (ie you can't stay at The Four Seasons Toronto on the Citibank rate and get the perks). If the package includes breakfast already, then the upgrade and additional perk (lunch, spa, wifi etc) is still valid. If the package includes some lesser form of breakfast (ie no room service) then a pref partner agent can "upgrade" so to speak.

question for FSPP agents - when FS packages (like florence ones in above post) include breakfast, can you get a discount, since FSPP includes breakfast for free?
While there's currently some occasional ambiguity about which rates are PP-amenity eligible, usually the Rack Rates and Experience More rates *are* eligible. Any ambiguity should end at the end of March when a brand-new PP website will be introduced. The new website will include a booking engine, and everything on the new website will be PP-amenity eligible.
However, sorry to disappoint everyone with the news that it will be a password-protected intranet.

It's not that cheap for us as the rates go up on 1 April and we have a suite and a connecting room! However, it can be an outstanding bargain as you spotted.
Sat 27 March to Tue 30 March, for example, you can get a Mews Room (same size as the other rooms but inward facing) for 130 + VAT a night, so 153 a night. The Preferred Partner deal means you get a) breakfast for 2 inc room service if required, b) a 57 lunch credit and b) an upgrade at check-in.
This is a steal. Whilst this is not what they tell you on the letter when you check-in, I know from 4-5 visits now that you can take anything on the a la carte menu for breakfast (the cheques usually come to 70-80 for 2 if you have it in-room, and they wipe off the entire amount). You can also split the lunch credit across different days, ie 2 x 15 lunches in the spa cafe x 2 days. Your chance of an upgrade at this quiet time of year is also good. And if the weather is as lovely as it is in London today, its an even better bonus.

Interestingly, Michele is not being replaced at R-C-F-S Chicago. His boss, Patrick Ghielmetti (Regional VP) will take over the GM role. Cut-backs, maybe?
Not a worry for the guests, I think, as Ghielmetti is a great GM (ex FS BK etc etc).

dublin has same promo with actual additions (choose 2 of 8) incl "Complimentary upgrade into the next available room category on your next stay with us" - very nicely worded
canary wharf did the same thing, at booking, this past december.back to prague - the rate TRAVELSIG mentioned is for base suite - Superior Four Seasons Executive Suite. its a 1BR suite in the baroque building, which only has one other suite - the presidential.
