After Hollandair informed me on the 9th of January I asked the KLM agents today at lounge 25 to verify one and another:

As a SM member on the DoD at AMS
Upgrades on Delta operated flights: miles no, GUC's yes

Upgrades on KLM operated flights:
miles yes, GUC's yes.
