I don't know about the legality of shipping vodka - I can't even order wine from out-of-state - and there wasn't a privacy policy with the request form.

They probably send a coupon you redeem locally.

Seeing as its not a picky form - lets see if they will send some out internationally.

(I've got things for 'US Only' when filling out international addresses, its often just a automated USPS label)

Probably coupons for minis ... I don't think the booze will ship via mail or even UPS because of federal laws et al...

problem may arise whether or not your package store carries the brand, or in the case of some states, if their brands are even listed in the catalog of state controlled liquor outlets ...
