Costco additional driver is limited
From Costco website:
Yes. Costco Travel rental car reservations include one free additional driver at U.S. locations with Alamo, Avis, Budget, and Enterprise. At locations in Canada, reservations include one free additional driver with Alamo and Enterprise only.
Is this still true? Why not include Hertz? Dollar?

Because Costco does not partner with Hertz (which also owns Dollar and Thrifty).
