Actually, these outside checks (not only in DEL, also remember such checks in PPT, in DXB and in some Thai airports) usually are for checked luggage only, i.e. they scan your bags in your presence before you enter the check-in zone. I believe this must be because the airports don't have bag scans in their luggage handling. Hand luggage gets checked later on, in the usual way.
