Where is the due process if someone lives in California and is told that they must attend a hearing in Maryland if they wish to appeal the fine?

As odd as it is for me to find myself defending the TSA, it is general practice for federal hearings/trials to be held in the region of the alleged offense.

If that were not true, the complainants (in this case the TSA) and any potential witnesses would have to be flown to the accused's area of residence.
